There has been an NPC spotted by the name of Joshua. He has no title, and clicking on his character will display only his name. He is not, however, a player. You're unable to trade with him.
This fellow walks around sighing and sobbing. Is there a story behind this man?

This is an NPC. If you ask him what is wrong it will start a quest chain.
