The Ice Dungeon is in the Lost Lands and you can't recall between there and the rest of the map. However you can recall to other places within the Lost Lands. So if you marked a rune in Papua or Delucia, you can recall to it from the Ice Dungeon.

Twin Ballies is Theratan Keep. You cannot recall from the Bally room, you need step closer to the exit in order to recall out to any place in the Lost Lands.

Ice and Fire Dungeons are also in the Lost Lands.
