Disguise Kits?

How do you obtain one of these? and how much do they cost? Are they even around?

Join thieves guild (700gp, 40 in-game hours, 7 days old, 60 stealing, 0 murders)

Then tell a thief gm "<name> disguise" and pay him another 700 gold to get a kit.

When you use it, DYE YOUR FREAKING HAIR FOR CHRIST SAKES, I don't know who told 95% of the thieves here that white hair and an npc name is not a dead give-away.
