Depends on how many you are looking to get. You can get alot from Wind but need 70 magery. Or you can get 3-4 from the mage shop in Ocllo, maybe quite a few in Moonglow too.

They're in most mage shops actually, I've seen them in brit even. Wind is ideal, there are a LOT in there.

As others have mentioned, Wind. Get them all, walk them to the portal to leave (guarded by a lich), then when outside gate away. Shouldn't take more than 5 minutes.
