How can order attack order when they are both green.
And same thing for chaos ???

Go into war mode and double click them.
They are green to you and can be attacked/stolen from without penalty.

this isn't era accurate. i don't remember being green to other order/chaos. only made the opposite faction an enemy. that's why you had chaos guilds etc declaring war on each other to fight.
