Why don't we have this? It was clearly era accurate. I hear people still find ways to dupe idems on OSI shards.

well the modern internet speed is game breaking as it has made archery not just nerfed but broke it to "heck"

If people were complaining about not being able to hit anyone because they simply "outran" the arrows I am sure OSI would have done something.

OSI was constantly over-rating the benefits of archery after their mishaps with it in 1997-1998. Consequently they were quite happy for it to be terrible and to get tons of complaints about it.

It took like a decade to get poisoned freaking arrows, for goodness sake.

I think you give them too much credit. Archery damage used to be FUBAR and it stayed that way for quite some time for "balance" purposes. This, of course, was back when you could passively GM archery in about 10 minutes by letting an EV whack at you since EV damage was INT based and they didn't poison.

My archer thief wrecked people.

Wasn't most duping because of either third party programs, or server lines/logging bugs?

It was because of the serverlines and the way UO serialized and backed up characters.
