Hi all,
I've attempted to connect to UO with a few evaluations on how it all works.
I have Windows Vista. I downloaded UO as directed by Derrick's link, and patched it to 5.0.8.3. Installed Razor, then updated it. I also downloaded .Net Framework 1.1. I started to play UO without any client crashing problems, but eventually it started to crash at random times which wasn't really bothersome since it crashed every 3 hours or so. Now, I've noticed something whenever I reset my computer and run Razor without clicking on "Run as Administrator," Razor opens a dialogue window with a spam of reasons starting with a cliloc.enu error affecting it from opening the UO client. I read the forums and tried Derrick's advice to "Run as Administrator" and it seemed to work. I was able to log on UO successfully with no lag.
However, the client crashes every 5 minutes to 10 minutes. I know whenever I uninstall UO and reinstall UO, uninstall razor and reinstall razor, and update/patch both without rebooting my system, it works fine. But the problem seems to be because when I reset my computer, it causes the cliloc.enu to have errors and even though I run razor as administrator, the client constantly crashes. My roommate has Vista too, whereas I have tried the same process with the whole thing in the above paragraph to install UO, and the rebooting problem affects his client in a similar way too. The cliloc.enu error appears when I don't run as administrator on his computer too, but when I do run as admin on his computer, the client crashes every 5 to 10 minutes as well. Sorry if I sound repetitive but I wanted to clarify that it is similar to mine.
I don't know what to do. It's quite bothersome to reinstall UO every time I boot my computer, and my roommate thinks its not worth the trouble to play because of this problem. I've been trying to convince him to play with me, but he won't until I get this resolved with.

sorry i couldnt be bothered reading all the technical stuff.
but something that made me crash was the ingame music, so i have turned that off, in game sound is ok!

Aye. I use Vista too and I have the music off myself. I've heard multiple reports or turning off the music preventing the crashes.

ok please look into this matter a bit more as turning the music off is NOT The fix here. I am suffering from the same EXACT issue. I will post a thread with the actual error messages.
UPDATE, issue resolved
My issue has been resolved. Derrick posted that you run this as administrator. The OP issue still needs resolution though ;p
