I am bit confused about the pre-patch part. Does this mean everything, regardless of it being silver turn in CBD's or the ticket system CBD's that were used prior to the patch are Grandfathered?

There is really no way to tell. This patch wasnt to increase trade values, but to fulfill a promise to players.
