Spawning rares

I don't quite understand how these work, I've taken runes to the places and I can't pick them up. How do I acquire them?

The rares spawn on a very slow timer, some within days, all the way to some spawning once a week/month, depending on rarity.

Ahh alright, so say for an example, I was at the building near yew for a fruit basket, I can't pick the one up on the table but another one will spawn around it that I can pick up?

If the fruit basket is available to be grabbed a second one will be sitting next to it on the table.

Not all rares spawn beside a duplicate of that item though, but the fruit basket does.

You need to steal some tho, so if you're making a dedicated rares hunter, I'd suggest having LPing and stealing on your template.
