I've noticed that not only do tamers on this server not kill the animal, but some don't even release. Someone said maybe it's to slow other tamers down. But it slows down their gain also, having to range farther and farther a field in search of fresh spawn when they could just kill, wait for respawn and skill gain.
So, is that really it? Or it is just laziness?

Its laziness. Plus I'm assuming you're talking about Dagger Isle, that blinding white background just hypnotizes people into not giving a crap, as they wanna leave ASAP.

Yeah I wish I had a good answer because it's very annoying but probably what hicha said. I know when I was taming, after I was done with Ice I never wanted to set foot on that god forsaken island again.

I hate being snow-blinded too. So instead I went to Temple Island and tamed panthers there. Though you gotta deal with serpents and alligators - I just let them fight what I had tamed already and ran a little ways to another panther without serpents on the same screen.

Ice Island: people are probably being chased by all of those roaming orcs, which they think will take out the tamed creatures but in fact won't because the server goes to sleep when people weren't around.
T2A: same as above, but the likelihood of them dying is much less due to the terrain.

Re: Tamers -What's the thinking behind...?
It's bad in Moonglow and around Delucia too. I killed most of my tames before giving up on taming. My problems on Ice Island were blue WL members trying to PK me. I'm sure it was because I was a newb tamer but I wondered at the time whether it had to do with the issue of killing tames or just that I looked like an easy target. So there's one possible reason you'll find em on Dagger Island (not that it has to be WL.) In South Moonglow last week, though, there were a thousand tame timberwolves. This would suggest that there's at least some loophole to unreleased tames and respawning. What's with that? And can this happen with bulls or harts?
Of course, it might be psychological. Ever have to put your dog to sleep? Mostly, I'd assume, it's as simple as people generally being inconsiderate or ignorant to the issue.
