For ideas on how to make Second Age a better shard. Can it get any better? Maybe.

The best that can be done for this sort of thing is a community built event. Since we must stay within the constraints of era accuracy, any hands on approach to the current system would be considered out of era if we meddled with it in order to stimulate a particular style of play. So, the only real options lie in the hands of the player base. But, as an idea to get you started off, here is something that took place on Great Lakes on OSI:

During UOR, on Great Lakes, many of the PvP guilds that existed on the shard came together and set up a shard wide event that was named World War I. Essentially it was a giant PvP event. The idea: give players a full month to build a character of their choosing. After that month, two people who would be selected by the organizers of the event would place two separate guild stones. One would be an Order stone, and one would be a Chaos stone. During that month, players were invited to join either side of the "war" by joining one guild or another, and simply PvPing wherever you wished. For a full month after the beginning of recruitment for both sides of the war, both sides would simply fight to their heart's content. At the end of each week, a particular location was chosen and members from both sides would gather, and a large scale PvP conflict would take place. At the end of the month, a final, extra large scale fight would take place to finalize the event.

This is just one idea of what you can do with regard to PvP events held by the community. There are several other ideas that can also be handled by the community as a whole to stimulate interest in PvP, and if you show a strong initiative to holding these types of events, other players may run with the idea, and in turn, hold their own events.
