I can't really attest to prior use, but I've never used it at all. Most probably it's just been stashed in a chest for a long, long time.
Bidding starts at 20k, reserve price is a small deed. Bidding will continue 24 hours after the reserve price has been met, at which point the halberd goes to the highest bidder.
Buyout is set at 60k, at which price the auction will close immediately.
