Tried to do a search but cannot find the answer directly. I remember the Second Age a time in which evaluate intelligence had no effect on our magery spells? And we only used it to gain the int skill. Later in UO they made it so having eval would make your spells more powerful. (so they said after nerfing magery down a bit, so we all had to gm the eval to get back where we were).
So is it true we need eval for magery?

You only need eval for damage spells, it's much like the Anatomy bonus for weapon damage, which was added in Feb of '99.
Someone with a memory better than mine can probably tell you when the Eval Int modifier was made effective but I belive it was around the same time.
