Evaluating Intelligence accusing wrong mental strenght %

I am practicing my Eval Int right now on my other char.

Right now i have 97.5 skill.

He has 25 intelligence and his mana is complete.

However, sometimes the information says:

This being is at ninety percent mental strenght

and sometimes:

This being is at one-hundred percent mental strenght

Is this because I'm not GM, or is this a bug?
