Meditation apparently doesnt gain passively? does it still perform passively it just must be skilled by actually using the skill? or do i only get increased mana gains from meditation while in a meditative state?

You have to meditate at an appropriate level according to your skill.

The less skill you have the less mana lost you must attempt to med and gain from.

Mediation didn't gain passively during this era. The skill currently still isn't entirely accurate, because it can still gain passively while it's actively meditating. The sucess/fail rate should only be calculated when the skill is initiated.
