Fairly new on the shard and one thing that is not working like I remember is calling for guards. In a situation yesterday, a friend was cornered in a shop by a thief who proceeded to take item after item. The friend called for guards and nothing happened. The thefts were noticed and clumsy. The thief was gray.
Aren’t the guards supposed to respond?

No guards won't respond to that. Your friend should have attacked the thief. Here even if the theif kills you in response you are able to count him. So the thief might have ran off instead instead of fighting back.

Actually, if the thief is going gray then he/she should be able to be guard-whacked if one is calling guards within a few seconds of the not-fully-successful theft.
I would alert Derrick to the occurrence. I had that happen to my thief once a few weeks ago - I got a "guards can now be called on you" message, saw someone say guards, but still got away without being whacked. That's only happened once to me, so it's not a prevelant bug.

Wow, thieves really get the shaft here if that is true.

I played UO for a year (8 to 12 mos pre Trammel and 4 mos post) and if a thief was clumsy enough for the system to alert the player, then a call of "guards" resulted in a guard appearing and the thief ending up in a bloody mess on the ground. This was why town thieves usually had nothing on them but some cheap beginner clothes. They knew that there was a probability of death.

Aye, I think this is a big part of why this was never an issue in town on live servers. If you were caught, immediate death was almost certain.
The rules are the same here. If you are successful, i.e., unnoticed, and you are attacked, you can defend yourself.
