i dont know any vendors that sell at that price. however there are 2 vendors directly behind Yew bank that sell at 7gp and 1 north of vesper along the road that sells at 7gp. Good luck.

People were selling them on here for 6 per, I bought 22k worth the other day. Going to prolly need 5k more, Im at 96.6 blacksmithing with about 5k left.
