Question that I get confused with ranger armor, since its newbied, can it not break either? If so, why don't more dexxers or hybrids or just something wear these in the field more?

Not to throw stones, but testing should always be done unless you trust the seller implicitly. Ranger Armor pieces can be purched through the silver system. Those particular pieces are not newbied but look identical to actual newbie Ranger Armor bits.

Nothing an ebolt-kill won't solve for in sale situation. Obviously you'd want to do that in a private home.
