Did this come from the Original Zombie quest from forever ago?

I remember some wierd event in brit GY one time there were some green skeletons and when you killed them one of these zombie heads would appear in your pack, I ended up with three of them but there was some wierd-ness about them as I could not move them around in my pack or even take them out, they were just stuck and I had to have a GM remove them.

*edit* if this item was somehow obtained from that, I would say this is a very high value item as it was never intended to be in the game.

Not saying this item is rare, but just that this is the only time I remember seeing it in game.
