T-Map Question

I've been unable to find the answer to this anywhere, so: Can a treasure map only be dug up by the person that decodes it? Or can anyone dig it up once it has been decoded?

Only by the person who decoded it.

Anyone can pick and loot the chest once it is up, though.
how does I bought horse?
