Explosion potions no longer work in town?

I inadvertently blew up a stack of potions in town and it resulted in no damage and a good guard whacking.

Thats because the initiator of the attack, was also inside town.

Oh, I see, so there's no suicide bombing then? Just the light the fuse run through a gate?
