The only time monsters or any npc for that matter would actually go from one place to the other would be down dungeon stairs. The entrances, teleporters, and anything else that wasn't stair related would not work. I remember using the tactic of gating ancient wyrms into my enemies housed in courtyards during pre-t2a and other hotspots until it was fixed around the release of t2a. This type of behavior was the main reason that OSI fixed this.

Hmmmm.. I remember using gates as a tactic against tames.
You'd cast a gate in a manner that an attacking pet would have to travel to get to you. If the pet walked into the gate they were gone to where ever you sent them.
Dungeons were always a good place to send a blue pet. Hyloth was a favorite.

At any rate, I'd like to see the patches and sources that would support removal of this in UOSA.

should herding work on tamed dragons and drakes or just wild ones?

You cannot Herd any tame animals, but you may entice them for the same general effect.
