I always start at 5 points below a new spell circle so at 6th I would start casting at 55 real.

That doesn't work here. It only works if you can gain off of failures with 0% chance of success. So, say you have a level 8 scroll and 10 magery. You could attempt to use the scroll, but you'd have a 0% chance of success so you'd fail.
However... say you have the minimum magery needed to cast a level 6 spell (and thus, the minimum needed to cast a level 8 scroll). If you cast Ebolt 50 times, you might only succeed 1 time, and it cost you 50 of each reagent. With a scroll, you have the same success rate, but instead of using up the scroll on each attempt, you use it up on each successful cast.
My point is this... if you're dead-set on GMing magery as cheaply as possible, use scrolls when you get the exact minimum skill needed to successfully cast them. So if you need 51.8 to cast a sixth level spell and succeed, I'd suggest using level 8 scrolls to gain from 51.8 to maybe 60.0 skill or so (at some point, the reagent savings is balanced out by the cost of the scroll).

Go to Delucia, find the rune ship outside the East Gate and hop on every rune you see that has a spawn name on it.
