The score on the bounty board is determined by the amount of short-term murder counts. So a murderer with 2 short-term murder counts and 100gp bounty will rank higher than a murderer with 1 short-term and 5 long-term murder counts and 10.000gp bounty.
Note that if you try to turn a head into a guard and the guard tells you that you must take it to a different precinct, you have a head from the old bounty system. You cannot turn a head from the old bounty system into guards under the new system. Either discard the head or keep it as a trophy.

The following is a summary for how Bounties will work in the Reputation system.

Every time you report a Murderer, you are given the choice to contribute gold to a bounty. The gold is automatically removed from your bank account.
When you kill a Murderer, you must chop up the Murderer's corpse in order to retrieve the head. (This will result in a small Karma loss but it will not flag you as a Criminal)
You can take the bountied Murderer's head to any guard in any town and give it to the guard in order to collect the bounty. (This will result in a small Karma gain equal to the amount lost for chopping up the corpse.)
Banks will have bounty boards that list the top bountied Murderers on the shard.
Bounties decay after 2 weeks if the Murderer does not get reported during the 2 weeks. Any gold in the bounty is returned to the economy (not to the victims who added gold).
A Bounty remains active even after a Murderer loses his Murderer status. Only after the 2 weeks has gone by will the bounty be removed.

If you take special notice to the underline sentences that definitely doesn't sound localized to me... It even makes a comment about the older localized bounty system. The last underlined sentence states that it lists the top bounties for the entire shard.

Well you got the post done before I was able to put together a post of my own. That definitely clears up the fact that with the shift from the notoriety to the reputation system that bounties were universal to the shard. It also clears up my main concern which was the number of posts that were displayed on each board. We can safely say that the number is at least 25 posts and could, in theory, be more than 25.

I was pretty positive it was either 20 or 25 from the picture that I was talking about previously... Glad my memory hadn't slipped too bad. It could very well have more or even no cap like Derrick stated. The only way that something like this probably could be proven on screenshots alone is if there were multiples sitting at 25 or a higher specific number.

Well the article specifically tells you how the bounties are listed with this comment...

However, the screenshots look to be sorted by bounty... The screenshots perhaps could be from the older system before statloss existed. It could possibly be a coincidence that the people with the higher bounties had more short term counts. There could be an array of possibilities. This is a bit bothersome if you ask me.

Take this for what its worth, I'm not sure on the date for this one, I found while searching around about this subject: http://update.uo.com/repfaq/report_bounty.html

It says the bounty board has 20 bounties listed and that they are listed by the amount of the bounty. It also states that a bounty will last for two weeks from the last reported murder.

I found that picture the other day and showed Derrick. So far finding any pictures where it has been sorted by what is suggested in the article hasn't been discovered. I am starting to think that maybe the author in the bounties guide was mistaken and meant bounty - short terms instead of vice versa. I have always remembered the bounty amount coming before the kills personally too.

I'm sure anyone who played during the era remembers the #1 "Proof" factor - people would have their friends lay a thick bounty on their PKs, so they'd be on the top of the board

I think it should sort by bounty - short terms until a picture that proves the article's critique is presented that says other wise. I hardly think it can be a coincidence where all these pictures are sorted this way.

it was sorted by bounty and then short term murders,,, long terms in effect did not exsist as far as the bounty board was concerned.
