Bracelet of Reaction...?

This was found in the keep I just bought. No clue what it is never seen/heard of one. Its a bracelet of reaction 5 charges. Can anyone fill me in on what this is? I dont wanna use any of the charges just incase...

Reactive Armor charges, apparently these items don't spawn anymore, if not it is quite rare, congrats

these are kinda like checks. they spawned for a while. now dont, i have hundreds so "quite" rare, i dont think so, but maybe someday.
