Bank checks - non era accurate

For ideas on how to make Second Age a better shard. Can it get any better? Maybe.

Bank checks - non era accurate

I know this wouldn't match the game as it was in November 99, but it might be interesting to introduce the notion of a bank checks, which was introduced in 2000-03-06.

In the end, the impact on the game is minor, but it does a great service for expensive transactions.
