Closer you are to skill cap has NOTHING to do with skill gain right? (200 pts compared to 600?) only the closer you are to gming it?

man I have been at 93.3 magery using spells like ev over a close to a hundred times a day with no gain .1 gain in like 3 months.

I have noticed that when I get gains they seem to come in bunches. Admittedly I macro a lot of skills, magery included, but often it is running while I watch TV in my office. I will do a quick reg count and see I burned a hundred regs and no gain. A while later I look and I burned about as many regs and gained a full point. You might be getting the bad side of random probabilities.
If you are hunting and casting and not macroing, it may seem like it is taking a while though (but you make better gold that way!!).
I just finished GM'ng a chars magery, so I don't think it is "broken". Unfortunately persistence is the best advise I can give (and macro Flamestrike).
