Sorry, I tried to find a guide about stealing/this thieves guild thing, but the Wiki doesn't answer these questions. Also, please bear in mind that at present I'm not actually on this or any server, so I'm unable to test this stuff.
Are there currently any statistics about % chance of success when stealing, based on skill level, etc.?
Is it possible to target a person with steal and grab a random item from their pack without snooping?
Is it an actual impossibility to steal from people if you're not in the theif guild, or does this only apply to towns?
and finally...
If you steal from someone against whom you are currently defending yourself (they attacked first) will you flag yourself as a criminal? Same goes for guild-war scenarios... stealing from a legal opponent - is that a crime?
(obviously i'm trying to suss out how PVP stealing works in UOSA)

It's something like Skill/10 v. Item weight. Thus, you should have a 50% chance to steal something that is 10 stones, (a dye tub for instance). Something that is 5 stones has probably a 25% chance. Though it seems like the comparison is a curve, because light items are almost impossible to fail on. That being said, this is only your chance to steal it. There are still various outcomes. You could, steal and stay blue (success), Steal and go grey (partial success), Fail and stay blue (partial failure) and Fail and go grey (failure). Obviously, if you go grey, you can be guardwhacked, and NPC's will always call guards on you, even through walls.
Other factors play into this as well. If you have alot of armor on, your stealing is decreased, be it chance, or max weight you can take. If you are close to people (proximity) this may also have an effect.
I dont know if anyone (besides Derrick) knows the formula, but I think it may be the default RunUO formula? You could always look it up that way. I know the proximity/Armor factors are UOSA-specific, which sort of makes the default code irrelevant, so I never bothered to look into it.
