Looks like the shard is about to hit 2.5 years old. Might be a good opportunity to send a quick "Hey, how's it going? We are still here and doing great but would like to see you back on" letter to all your users to generate some return players. I know there are a lot of people who are bored of their current games right now who might come back if given a reminder.
Just a week ago, I hadn't thought about UO in a few years and then I saw something that reminded me of the game and before I knew it, I was here creating characters and having a great time. It really only takes one mention or memory in your mind to create interest sometimes.
Maybe I'm off base but it seems like a good idea to me to send something out every 6 months (probably every 1-3 would be better) just to draw some people back. Having more people online draws even more people to the server because they want to know what the hype is about when they see all those people playing.
Anyways, I'm having a blast so far and would love to see more people on. I've been pinging all the forums I frequent trying to get some new players on.

I would wait until you can throw out a boast with it.
Wait until you fix the swing timers and the horse stamina and all that, then send out the 2.5 year newsletter.
Then you can say, "Come celebrate UO living on in its purest form with our freshly overhauled, fun and era-accurate pvp system!"
Then you could list some of the things you've changed.
