Sage Advice used to have scribe NPCs

For ideas on how to make Second Age a better shard. Can it get any better? Maybe.

This is true, and the scribe at the Britain Library was added after Nov `99 so this is not correct currently. In addition to that, there should be at least one librarian NPC that doesn't actually do anything at the Library. There were 3 there on Atlantic in 1999. There were 2 downstairs and 1 upstairs.
