When a container is made by a carpenter with insufficient tinkering to also create a key, that container is not Magic Lock-able. You get the standard: "Target must be an unlocked chest."
I can't find anything to substantiate (or refute) this, but it doesn't sound right. Shouldn't they always be Magic Lockable?
Side note: it can be used on (metal, gold-trimmed) shipwreck chests.

I think you are correct, I belive this is a RunUO issue. It's fixable if we are sure this is correct.
