See-sawing skill for stat gain is probably the most efficient and effective way to gain stats. The concept is simple. You buy or gain to the maximum skill (700, and usually buying is faster). Before you get to 700 it's best to buy up only to 10 of a skill you're going to use for see-sawing. You'll also want to NOT buy the skills you're going to be using to work your stats. But regardless, this is what you do:
Once you've got 700 skill, you'll lock all your skills. Then you'll set one skill pointing down (the skill you bought up to only 10 in), and then set one skill (preferrably at 0) up.
Then you use that skill. As that skill goes up, your 10 skill will go down. The skill you're using will only go to 10. Now the skills are reversed, with your starting skill at 0 and the one you just used at 10. Now you do the opposite, set that skill down and your 0 skill up then use it. Rinse and repeat.
Example, I was to work magery. I would buy up to 700 skills, leaving spirit speak at 0 and buying music up to 10. Music isn't the best skill your int (moreso dex), but it gains quickly, and that's the best. Now I'll lock all my skills, set music down, and spirit speak up. I'll use my spirit speak (Also a fast gaining skill) until 10, then set THAT down and music up. Next I use an instrument to get music to 10 and spirit speak to 0. After that it's just as simple as doing that back and forth until you've reached your desired skills.
Hopefully this will help some of our newer people. If anyone has anything to add (Maybe a list of what skills are best for which stat) it'd be appreciated, and I'll edit it into the OP.

Just to add some specifics.
For Dex, I found the best and fastest ways is to snoop. Just get an alt and make a macro to open the alts pouch. Make sure to keep yourself fed and you'll GM snooping and have 100 dex in about 12 to 14 hrs ish. I started with 0 skill and went from there. Of course you have to have the available skills, but if you do it as a first in building your char, its no big deal.
For STR, Mining and lumberjacking are good and you can make some cash while doing so. Herding is good to macro and forget. If you do the 10% skill see-saw it seems to go much faster.
For INT do spirit speak or Eval Intel. Seems as Intel is a slow gaining stat period. I think eval is just a hair slower, but if your doing a mage you will definitely want to gm it. Have about 16 hrs in, 10hrs using eval int and about 6 hours on spirit speak with 49 INT starting at 10 INT. In all fairness, my guy has gone hungry a couple of times for an unknown amount of time. I know that this has a good impact on stat and skill gain, so do forget to keep yourself fed. I know this part is swiss cheese, so as you find out diffrently let me know and we can update the guide.

Spirit Speak is great for intelligence because it has a 1 second cooldown

adding this in here, Camping (dbl clicking kindlin) is the best for all stats, asside from dex, why? well it can raise everystat and it's superfast like snooping.
I use camping/snooping no matter stats i'm trying to raise, cuz it's really about a 2 minute wait between each flip of skill locks.

Seesawing is certainly not the most effective way. Try this: Skill lock char, all skills pointed up.
For just str, herd (make sure you have 0 herding)
For dex snoop (again, 0 snooping)
For int and str camp (0 camping)
You can get perfect stats in under 1h.

Just finished maxing my stats on two of my characters, one mage and one dexxer and as stated above, Camping is most definitely a must for Str and Int gains. Super fast.
