Don't buy a weather map. They disappear after a few hours. It's a quest item. I had a bunch and they were gone the next day.

I've been able to lock them down, through roundabout means, only at floor-level though.
I'm not sure you can receive them in a trade, and if you try to drop them on the ground or elsewhere, it will make you delete it or put it back in your pack.
