I know there are tons of Blue NPC from Vendors to others just walking around doing nothing.
But why can't there be more RED NPC Humans like the blue Order Guards. Why is there not red Order type Guards to kill, red Lords to kill or others. Like have some Red Knights to fight or something other than just monsters and Regular Red Players who are nothing but Tank mages or just mages. I know there are a few places that have red Humans, but most are not even armored and some don’t even have swords/Weapons. NEED more heavy hitters like the Order guards but RED.

Overland, I agree, the red NPC camps are mostly weak and don't offer much of a challenge...except that is for the rare mage camp. That one can be quite challenging.

I remember the brigand camp half way between skara and yew having a much faster spawn rate/more brigands to the point where you could actually hunt there.
Furthermore, I also remember wrong level one having brigands in it on atlantic on the west side where all those cells are above the stairs. Those were back in the days when brigands had backpacks...I don't remember ratmen being there at all, at least not on that half. I had only seen that half though, so I couldn't comment on the other half.
As far as how challenging the npc brigands are, wow. you can pretty much have a newb char wrestle them to death for how challenging they are. I know the demo shows some pretty weak stats, but in era hirelings/npcs and such could at least take on a ratman. In fact in early UOR no changes were made really to npcs and they were in haven perma fighting lizardmen. Theyd get usually get two b4 theyd run out of juice. Here they will maybe take down a smidgon of health b4 croaking. Its actually more work to keep them alive than they are worth and that is clearly not accurate!

I used to hire npc fighters and head over to the orc fort in cove(there were fighters for hire in cove yes!) and they could hold their own as long as they werent fighting too many orcs...u just had to keep them healed up. Brigands were about as good as they were, some sucked, like those daggery guys which I do remember, but others were pretty darn good at whacking you!
