I've got one as well.. I don't think they are that rare.

I have 2 that i bought off of a vendor near skara brae for like 5k, and they do stack.
Visit my shop in Yew! First house west of Yew Moongate, always stocked!

To my knowledge they drop as often as Vial of Blood (Blood Eles) or Blackmoor (LLs), uncommon, but far from rare
