Artists have the tan and red tinted ones. Mage NPC's have the blue ones of all shades.

I am happy to buy as a set, but would like to inspect them. I am happy to stand on the other side of a house and cast telekenesis on the box as a form of inspection.

As far as I know these don't spawn anymore. If they do spawn must be one in a blue moon.
I am lookin to sell these sunday so if anyone wants em be on then.

Are you sure? I've checked mages everywhere and none of them have blue sandles anymore. Only blue footwear I see is shoes. I also checked artists and they don't seem to be colored anymore either.

I got like 4 pairs of blue sandals yesterday from the mage npc in hidden valley.

Yes, I am sure. They're not 100% spawn everytime, you have to put a little effort into it.
