Does the war hammer have the same insta-hit capabilities as the hally in the current UOSA? Is this accurate?

Should the war hammer have the same insta-hit capabilities as the hally in UOSA? Is this accurate?

IMO it doesn't seem to insta-hit like the hally - but I can't discern exactly why not.

the wrestling timer exploit applies to the war hammer no differently than the hally.

Any weapon can be cycled exactly the same as the halberd with the wrestling timer.
