What are the RARES ?

I have never hunted for rare items but i wonder this : are they stolen from a certain location with stealing skill ? or do i need lockpicking ? or just simply grab it ?

how actually are they gathered?

I actually ask how to steal them. This guide only gives locations and just says "requires stealing and lockpicking". Only vendor boxed rares require skill ?

My rare hunting is minimal, however, I have done a good deal of looking into it with the intent of some day getting into it more. Some rares can be simply picked up (i.e. - rocks, fruit basket, rope) while others like the colored wires and such that spawn in npc shops will need lockpicking to open the strong boxes. Others will need to be stolen like the small fish in the barrel, but you don't need lockpicking to open the barrel.
