I remember from UO as soon as there were vendors, I was able to buy premarked runes.
Where in this game can I buy premarked runes??
Also what is ghosting??? I dont remember.

I don't know about the pre-marked runes. Dont remember them myself. But ghosting is a term commonly used to describe when a player is logged on one account as a dead character.
When not in war mode, other living characters cannot see you. You are not "manifested." PKs do this to scout out hot spots without raising alarm. Alot of times they will just have a ghost stationed somewhere, inside Destard for instance. And they will be actively playing on another account. Possibly with a dual monitor set up. When someone comes farming, like me on my bard, they sometimes will let me farm for a while til i have accumulated some gold. Then they will rush in and try to kill you as fast as possible. A surprise tactic thats best countered with a GTFO macro/hotkey combo, or by scouting the area with a ghost yourself, prior to showing up. Sometimes they will rush in shortly after arrival.
If there are any other definitions for the term "ghosting" I am unaware of them and would like to know myself.

There are some vendors that sell premarked runebooks. However, there is no failproof way of knowing they are legit. You might end up spending all your hard earned money on a runebook for it to end up being blank (hence, I cannot endorse any particular vendor that advertises premarked runebooks).
HOWEVER, there are PLENTY of legit and very well organized rune libraries around the land with every location you might need. A couple of such venues are run by C^V near Vesper. One is an L-Shape house a bit north of the graveyard, and the other is a Keep just south of the southern most inn. Other notable ones are (in no particular order): $$$'s RLs one in Moonglow (SE tip of the island) and another just nort of Trinsic's west gate (both are towers); Smithy's Castle a couple of screens east of the Yew Moongate and Roadkill's Large Brick house in Justice Island.
As far as the ghosting question: Ghosting is using a ghost to scout a particular area with little to no risk of being detected beforehand. Some PK's will send a ghost into a dungeon to see if people are hunting there and to know when (if) they are vulnerable, and time their attacks better.

I remember that being very common as well, there are pre-marked runeBOOk vendors here, but none for single runes. I know I'm often in situations where, for example I have a lost-lands runebook, but am missing one specific rune from it. It'd be nice to not have to buy a whole new book or beg for 20 minutes at the bank to see if anyone will let you hit their rune. Although, I think what made single-rune vendors more popular on OSI was the fact that a lot of people didn't have enough magery or mana to cast mark, while here almost every finished character is capable of it.

Very good point, didn't even think of that.
