Yeah....so is that normal? It seems like it just stopped cold.
Everything is down but resist, I am not in town, and I have tried multiple other casters.

try to resynch or go and raise another skill to budge it, like macro snooping to 20 if you have the space.
yeah I dont bother macroing my chars resist over 95 as it becomes a huge money sink and not worth it.

Resist after 95.0 is one of the most costly skills to gain. It is possible to gm with FS casts on yourself but it takes days and lots of $$$. I recently did it on one character and i don't really know yet if I'd do it over again. Anways, most of the mages you encounter in battle will be 100 magery and 100 eval so resist doesn't play much of a role if any. Keep in mind though that in a closely matched situation, one or two resisted spells could make all of the difference in the world. Resist is highly over-rated but there are those every once in awhiles where it can barely save your butt.

Checking back in.....still stuck at 96.9. Have pissed away my life savings and mortgaged the family farm in Moonglow. GM resist or failboat.

Can you please confirm that you have double checked and verified that your skills are either not yet at 700.0 skill or that you have other skills set to atrohpy so you should be able to gain?
It might be worthwhile to go back through your skills and make sure you don't have 4.1 real skill points in some random skill still pointed to up that you missed. I've made the mistake before and wanted to kick myself.
If you are sure, I'll go test it out on the test server to see if it's a true problem or if you are just having bad gain luck at high resist.
