So i have finished my mule and saved some money, and now I will make a pvper.
What it the quickest way to make a mage, resist, wrestle, med, eval, swords, tacts char?
What skills should I create my char with?
What stats should I max out first and what is the easiest way to do this?
What skill should I GM first
Any step my step ideas would be appreciated

100 tactics
100 magery
100 meditation

I would start doing magery first, get your int up high then GM magery, resist, meditation.
After gming magery, resist, meditation, i would drop int down to 25 get your str to 100 and dex to 100 by herding.
Then just spar and gm swords,tactics,wrestling, and then all you have to do is eval.
Eval is good for int gains aswell but it will cause for you to do more damage, so you can chose to gm it before or after totally up to you. I wouldn't rush it ethier, start practising whenever you can doesnt matter if you are 7x or not.

Start with 11 Int and 59 str. 50/50 magery resist
Make a macro for herding along with EI and using the wis hat to get med as high as it will go.
Once you have 100str and pretty high dex spaw with a multi client or friend to get 100 swords/wrestle/tact all while doing EI till GM and med as high as you can get it to go.
This will probably take a good 20-40 hours of macroing. Good news is you can do almost all of it afk.
So you should be at
100 Swords
100 Tact
100 Wreslte
100 EI
60ish med
50 magery
50 resist.
Ping pong your stats to 100/25/100 or what ever you want. You can uses item ID and spirit speak as great see-sawing skills for int.
when you get 100 int simply start your standard magery macros (lightning to EB to FS) out of town and you will see med and magery goto 100 and resist probably about 95-96.
Then you can either decide to start pVping or spend a couple thousand more FS casts to GM resist. I would look for roadkill as he runs some resist session and you can GM from 96 in about 5 hours for about 10k gold worth of reags.
Some people say dont do EI until last bc of damages but i think the cost savings is min. Maybe this would save you 1k bandages in total but if you are macroing a 7x tank you really shoulndt care about 2-3k gold.

I save eval for last so the spells don't do as much damage.

Yeah, saving EI for last isn't a money issue. It's a time issue.
Every second your character is waiting to be healed, or regen health is a waste of time when your LB's/EB's are doing considerable damage with EI high. With it at 0, your likely to only be waiting for your mana to regen and never for your HP.
A few seconds every loop or every couple, times over by a couple thousand loops... adds up to several, several hours.

the reason it put it as a $ issue is that i think waiting for mana > waiting for health as far as time goes.
If i have a If health greater than 50 as the start of my flamstrike macro and my healing loop set on 20-30 seconds, I see more "that being is not injured" messages than i see my mana being over 41.
Once that first 2 FS's cast or first 4-5 ebs go the rest of the macro is waiting for mana... healing is kind of a side issue.
It probably doesnt matter much one way or another... and considering i AFk the skills while i sleep and work it isnt important to me...
