The items are listed in increasing difficulty implying at least that magical fish is harder to catch than footwear and regular fish. According to this: http://wiki.uosecondage.com/Fishing you currently need no skill at all to get magical fish, which is clearly wrong. The archived stratics page given in the first post states that in fact 80 fishing is required.
When fishing in "deep water" (which means you must be at least 14 tiles away from all land) there is a chance a sea-serpent pops up if you are fishing with 80+ skill and you fail.
