Anyone can recall on the boat from a boat key, boats don't have friends or co owners..
If the key doesn't work when you recall off it, then the boat has been dry docked or it decayed.

It isnt a failed recall it gives me a message "i can not recall from that object" shouldn't i fail to recall from the key in either a fizzle form or just no message if it is decayed or drydocked?

Nope, that's actually the proper message for a boat that doesn't exist anymore

Actually a "dead" boat key is supposed to take your mana and reagents, but simply do nothing when you cast the spell. If I can find it, I'm fairly certain there were some patch notes that actually fixed the use of dead boat keys to gain Magery by casting recall on them (kind of like the old gate bug on an unmarked rune to gain magery) some time during UOR.

Yeah the spell is meant to fizzle and use mana and regs. I remember this too.

People used boat keys to gain meditation, I think there was a bug using maybe a recall scroll on the boat key or something? It didn't take the scroll away?

I actually tested this i thought maybe it was a bug with the scroll... it does not take the scroll away nor does it take regs away. It will not allow you to attempt to recall from the boat key regardless.
