I ran out of cloth for my tailor so I decided to see about buying up some leather. The way it works (as I understand it, ymmv) is this:

Buy out the hides at a leather shop
amount +9 appears just over 50 minutes after you bought it out
If no one buys it out in the next 50 minutes, drops back to 20

Note, it's 50 minutes after the resource is bought out, not after it appears. So, if you buy the last bit, you know exactly when it will next appear. This means that if you show up on time you have decent odds of keeping control of the resource.

anything bought out at last save (7:00 am) comes back 50 minutes after server down (7:15 am eastern -> 8:05 am)

So, if you act now you can continue what I started and gather lots of leather at 3gp each. Here are the current timers on the shard (eastern daylight time):
