Question about creating a red....

I am sure this is a stupid question and I am gonna get alot of people flaming on me for asking but oh well. If I can't come here to ask where can i go? So I am thinking about going red on one of my characters. I was told that if/when I do go red all of the gold will be withdrawn from my bank to be put towards my bounty. Is this true? I was under the impression that the bounty was what players you killed chose to put on your head in an effort to get others to kill you. Can someone please let me know if this is correct. TIA
