Intelligence gains sooooo slow...

Just started converting my bard/fencer to bard/mage and my intelligence gains are super-slow.

I've tried eval int, item ident, and spirit speak. My skills are capped at 700 and I'm still not seeing as rapid returns as I was on dexterity or strength.

Should I just keep at it the way I am?

You have to seesaw because stats do not gain if the corresponding skill is at its cap, the best to seesaw for intelligence is eval int and spirit speak.
