No, its a red hue robe that new characters are rarely spawned with.

I don't mean to de rail or anything but could you not just dye a newbie robe this color with a dye tub then?

I'm almost sure you can only get this hue from new character creation or from killing npcs. Obviously if obtained from an npc, it won't be newbified.

inkognito is correct, sorry that I didn't relay that better. Dye tubs don't go into the 1600's.
