exact time frame?

i just had a question or 2. What is the exact time frame that this shard is going for? i am perusing the patch notes and i dont want to bring up something that is clearly outside the time frame for the vision of this shard. also if there is contradicting info within said time frame, does the later addition always take presidence?

Generally, Feb through Dec 1999. We stick with feel and opinions within that timeframe, but also try to keep fom having system which conflict with eachother. We wouldn't intentionally add anything outside of that timeframe, but are aware there are some things in game currently that do need to be removed.
