Hire a fighter from jhelom or from the Britain tavern. Hit them with a weak weapon.

if you attack the player 'Matron de Winter' your tactics gains faster. Try it.

Tactics only increases on a successful hit. To improve tactics gains, swing on one of your other characters that has a weapon in their hand that they have 0 skill with. This means you will hit them 100%, thus maximizing tactics gains.
