no magic damage in town?

For ideas on how to make Second Age a better shard. Can it get any better? Maybe.

I know this would probably not be a popular choice but.... I mean it was a rule for like 90% of the time in 98-99. I don't know why they did it but there was a couple, like one month periods where magic did damage in towns but that was about it. Means explode pots wouldn't do damage either. All other spells worked except for any that did damage. So para, stat altering, stone wall all worked. Remember "townie" characters?

what do you all think?

Offensive Spells only do 1 damage in town, the only exception being against criminals and order v chaos.

The order vs chaos exception was put in with a overwhelming request from players, with the condition that it would be removed if the tides of opinion changed.
