I know this would probably not be a popular choice but.... I mean it was a rule for like 90% of the time in 98-99. I don't know why they did it but there was a couple, like one month periods where magic did damage in towns but that was about it. Means explode pots wouldn't do damage either. All other spells worked except for any that did damage. So para, stat altering, stone wall all worked. Remember "townie" characters?

Offensive Spells only do 1 damage in town, the only exception being against criminals and order v chaos.

I'm a chemistry set that makes only firecrackers and smoke bombs.
